What is the Learning and Evaluation Platform?
The Learning and Evaluation Platform for the Graduation Program in Latin America is an initiative focused on assessing graduation programs implemented in Colombia, Mexico, Paraguay, and Honduras. Unlike the first generation of these programs, their integration into public policies by governments represents a significant step forward and serves as the primary focus of this research. Led by the Center for Economic Development Studies (CEDE) at the Faculty of Economics of the University of Los Andes (UNIANDES), the evaluation is conducted in collaboration with local implementation partners and is supported by IDRC Canada, the Ford Foundation, Fundación Capital—technical advisor to the evaluated programs—and the governments of each country.

Integration of Graduation Programs into Public Policies in Latin America
Following the success of graduation programs led by non-governmental organizations, the Ford Foundation, IDRC Canada, and Fundación Capital have driven their scaling for government implementation and integration into public policies in Latin America. This led to the creation of the Learning and Evaluation Platform, established in partnership with the University of Los Andes, to assess and generate knowledge on the evaluation of these programs.
The platform has two main objectives: to evaluate the implementation processes and results of the programs to understand their impact on poverty reduction and to promote collective learning by connecting governments, academia, and key stakeholders to discuss challenges, opportunities, and improvement strategies.
