Key insights

Those employed at the end of the program benefited from technical training to start or strengthen activities.
Participants without prior employment experienced increased well-being, regardless of post-intervention employment status.
Significant changes in financial habits were observed, such as increased savings or reduced informal credit use.
The program struggled to produce positive results for households that transitioned from employment to unemployment during the program.

Objective:
Evaluate the operation of the TMF project in the four departments where it is implemented, through a systematic analysis of the graduation project’s operation to identify how processes, subprocesses, and activities lead to achieving defined outcomes, detect bottlenecks, and highlight best practices.

Tools:

Review of secondary documentation (e.g., TMF’s technical and financial proposal, population statistics from DANE, Victims Registry, association agreement No. 1291).
Group interviews with participants (triads).
Interviews with participants from focal and satellite households as part of the Life Stories.
Field activity monitoring (home visits and group activities).
